I had 4 drop for me in a single AFK a few weeks ago which was less than 12 hours of grind. I haven't seen any since. They're very rare as kagora stated, its all RNG.

It's up to the individual person(since this is a single player game) but it's possible to manipulate the RNG.

So this is based off of offline progression but here is what you do:
1 Set up your person to do the activity that is RNG based.
2 Create a backup save of your game at that point(export).
3 Close the game and come back some time later.
4 Load the game and if the RNG result isn't what you want, load the backup save.
Repeat #4 until you get the results you want.
